CDM-C Responsibilities

For any construction project notifiable under CDM Regulations, the CDM coordinator is a key role formally appointed by the client to advise on project health and safety management with regards to design and construction. Until this appointment is made all CDM coordinator responsibilities stay with the client.

Notification to the HSE of a project is required as soon as any design work for construction starts, so it is advisable that the client makes the appointment as soon as possible.

The role of the CDM-C is to ensure that adequate resources and health and safety management arrangements are in place throughout the project organization from the client, through execution of all design and construction contracts to final handover. 

BPSS Approach

We take the simple view that the CDM-C performs a role of “Safety Manager” for the phases of a project up to the appointment of the Principal Contractor. Upon accepting appointment as CDM-C BPSS will start with a review of the project and then produce a breakdown of all the tasks required to manage health and safety on behalf of the client. As on ongoing process we will then actively engage with all parties to ensure that all aspects of the design intent with health and safety implications are fully communicated throughout the construction chain and on to the final operator.

This is achieved by use of a number of well defined processes starting with early establishment of a hazard register to identify and manage potential risks, coupled with structured competency assessment to ensure all personnel involved understand not only their own particular discipline but also how they must cooperate with others on health and safety matters.

BPSS would typically then support the contracts team to ensure pre-tender and pre-construction information includes all the required health, safety and general management arrangements, followed by assistance with evaluation of received tenders to confirm that potential contractors have included the appropriate provisions. During the design phase BPSS would also start to draft a suitable Health and Safety File containing all relevant information for eventual handover.

As a project moves towards construction, BPSS would provide support to the appointed Principal contractor during development of the construction Phase Plan providing formal reviews as required by the client to confirm readiness.

During construction BPSS can provide monitoring and supervision services on behalf of the client in order to ensure the site is managed according expectation with regard to health and safety management.

In all these areas of activity BPSS have an ethos of facilitating high standards of Health and Safety management through an inclusive co-operative approach, encouraging team-based solutions and a pragmatic approach to all potential hazards.
